are the retaining plates have counter weights on them, the grinding wheel might need balancing

when i worked on cylindrical grinding and centreless grinding i had to balance a few wheels as the grinders had a little vibration,once balanced they need dressing

the only offer of options i can give you is spark eroder thats if you know somewhere that will do it weld a nut onto the broken tap and screw it out drill the tap out ( if you can ) to summat like 5ba or 4ba make a bush to fit in the hole loctite it and thread the bush 7ba or put a false bolt in ie ...

Ive seen summat simaler but dont know where maybe it was on a myford grinding machine ?? Grinding tapers between the centres

I could try it on my lathe to see if it fits ( its the same as myford ml7 lathes )

I sent the photos to a mate to see if he has any ideas

Looks superb that stanley If it been me i would be leaving it as it is and get a perspect tank like to cover it and leave on sideboard but i know you wont settle for that. Another way to center a drill bit is to use a steel rule
Put in the middle of the round stock and place your drill bit onto it.. if the rule dips or raised its not in center.. also this method is used to find your height centre line on lathe for your tools
