I don't know what they are growing Cathy but Peter is close enough to the answer. See THIS Wikipedia explanation. They are Chinampa, floating gardens.

I found another aspect of the sculpture and I think you can see that the lady was wearing knickers. I thought I had to defend her!

On an image search all the references are Polish which I think is where the sculpture originated however, one site has this:

Panbiker got to the bottom of it. Here's more: The most famous monument to a women's handbag is in Italy, Piemonte in the province of Cuneo. This remarkable work in the form of a sculpture of a woman's handbag was presented by Spain in 2013 at the seventh biennial of park sculpture Parco del Castello Reale. Remember yourself how often you poured out the contents of your purse to find the lost keys, or how long you searched for a phone in it. Common situation?
