I don't know what they are growing Cathy but Peter is close enough to the answer. See THIS Wikipedia explanation. They are Chinampa, floating gardens.

I found another aspect of the sculpture and I think you can see that the lady was wearing knickers. I thought I had to defend her!

On an image search all the references are Polish which I think is where the sculpture originated however, one site has this:

Initially, the sculpture was made specifically for the street exhibition “Thoughts. Space". Now, any tourist who has visited the province of Cuneo in Piedmont (Italy) can be photographed with this exhibit. It is there that she now lives.

This remarkable work in the form of a sculpture of a woman's handbag was presented by Spain in 2013 at the seventh biennial of park sculpture Parco del Castello Reale.
