It seems to be very strong and precise. The two cuts are the same length and position, although these could be just so that a belt could be threaded through. It must be made for a very specific use. Brainwave!: Is the bottom open? Could it be for threading on a belt so that a heavy tool could be carried safely, like a steeplejack carrying a sledgehammer when he climbed a ladder? Or even so that a sledgehammer could be hoisted by rope up a chimney?

Is this something you are doing with an old shirt sleeve. Just thinking ‘turn it up’, turn up the cuffs?
Doesn’t look like it belongs to anything that has a volume knob.

YES!!!!!! That's it! I thought it was so easy..... Just goes to show. You're right China, it's one of the large flat wicks that were used in low level paraffin heaters used for brooders and often for warming the engines of cars overnight. We used to keep one lit in the outside lavatory to stop it freezing up in winter.
