I give in! The tool is called a 'cord stop castrator' because that is what it does, cuts the cord inside the sheath without damaging the sheath or causing an external wound.

Tinsmiths = No. The funny thing about this object is I took the picture some time ago and only came across it while searching for something else. I was totally baffled about what is was. So over to OG to share my confusion.

Sorry both NO. I think the key to solving this object is the thumb clamps and the hand wheel at the back.
