I remembered seeing a group picture of men who were all wearing this tool so I've searched the site and have found it, though it took a bit of effort!
It is a warp twisters tool.

Yes Wendy, well remembered. The photo was supposed to have been done by William Bracewell and they were twisters at Butts.
Now we need another object.

Is it trimming the ends off a part which has been spun……..a very old lathe?

Yes Gloria, well done! It was a lathe still in use at Budenberg's gauge Co at Broadheath when they refurbed the Ellenroad Gauges for free....
