Hmmmmm.... It's blacksmith made out of black bar and not very old. Too light for a dog but could it be a pointing tool like the bucket handle Tom and I discussed?

I think the link explains it better than i could, you would be amazed how strong they grip the workpiece, you could lift the bench by gripping the hoop when the "hodfast" is in use

Got it. I've seen them in use as well but had completely forgotten them. Similar principle used in this Carver cramp.

I used to have one of those in my tool boxes. It was very useful. I think it is a lever for removing the locking/sealing ring on commercial vehicle wheels.

Glo, you were so close! China has it. In the days of cross-ply tyres with tubes wagon wheels were three piece. One rim was loose and it was retained by a large spring circle of steel and the lever was for removing the spring so the detachable rim could be taken off and the tyre removed. Not as simple as that in practice, the rims used to get frozen on with corrosion and I have had some mighty battles getting them off. Obsolete now but the bars are high quality steel and a useful tool.

When I was open all hours at Sough a little lad came in one day and asked for bum paper. I got a toilet roll out for him and he said "No! Bum paper!". It took a while to work out that what he actually wanted was the paper cases for buns.....

Brake liners !

Young Tom has got it. They are the rivets used to fasten brake linings to the shoes. This was before bonded replacement liners. You cut the old rivets, installed the new liners and riveted them in place. I must have done hundreds of them! Car brake liners were fixed the same way but of course much smaller rivets.
