The towers (and the signalling process) were developed during the Napoleonic wars period, by both sides !
Codes were used, as if the tower was visible to the other side, the messages could be read.
I found mentions in the Richard Sharpe stories as well as the Aubrey / Maturin and Bolithio books.

Looks like you could put something between the top rollers which appear to be adjustable. A bit like a tin opener but for closing things. Something to do with metal forming and crimping an edge?

Hee hee! You've pipped Kev at the post. I think that was the track he was on. You are right, it's a small device used by jewellers for rolling the shank of a ring to enlarge it. It would also be used for straightening a misshapen shank as well.
