You are all in the right area but not homing in on the actual purpose. Clue, think about when it is essential to map traffic...

Sorry, you are all over thinking this. Think of something that is often necessary and must be accurate.

You need a big clue! When would it be useful for a member of the public to be able to accurately represent vehicles?

Here it is. The Simplex Accident Reporter Kit. Used by the police but also very popular with insurance companies for accident claims. I first came across them when I was told a story about a driver at Wild's Brothers who was filling out a report for the insurance company and was heard to say "is there a stamp for a steam roller?".
