I thought of treadwheels but discarded the idea because the wheels in the image look too narrow - it would be a tight squeeze to get two men in a wheel. Also the wheels are very large and I doubted two men per wheel would be powerful enough to keep them turning fast enough to move a crane about or hoist big loads. And you couldn't get a horse into the wheels.

It's difficult. I'll give a clue. It was once reputed to be the biggest waterwheel in the North of England.

Curses - that's what I thought immediately I saw it, since I visited the place summer before last. Didn't pursue it because I thought it too much of a coincidence. They had a WW11 re enactment thing going on. Might have some pics somewhere. Moral - don't underestimate 'spooky' .
