It looks like a karst limestone landscape, weathered into the strange shapes by rain, wind and running water.

As it's not your object and have used a picture from online, I will relate what I found about the very same image. Apparently it's a servant call button, set into the floor and operated by foot.

Commonly called caulks Wendy and these are posh ones, they have tungsten carbide inserts.

Mordax supplied those from their base in Altham near Padiham. And yes Gloria was gnashing her teeth.
