Looked it up at Quarry Bank Mill, it’s a blind for controlling the flow of water, like an on/off switch.

Well done Gloria, exactly what it is, the penstock for controlling the flow of water onto the wheel. The actual membrane that seals the water out is buffalo hide blankets........
