It looks like a wooden brake shoe - possibly of an old cart?????
I like the idea of some sort of break. Something smaller like a sawing machine?

A place where I go twice a year then pop in to see you. Dentistry pliers.. They usually hide them behind their backs before attacking you but now because they sneak up from behind you never see them.

Yes we have had it before. And before Kev gets there its a warp twisters tool. I never understood what they did and how they worked.
