You've got it Gloria, the pressure of rust behind the bands pulling the joints apart. Well done Tom for the clues! The bands are made like that so as to give that signal.

In 1991 we took all the bands down off Ellenroad chimney and cleaned and repainted them with best Bitumen. When they were put back up the top side was pointed to slow down water ingress.

Ian has it. Its an automatic sprinkler head. This one was held shut by a glass vial of liquid which expanded shattering the glass if exposed to heat thus allowing the water to shower out.

I can see why you thought it was a vise but if you look carefully it isn't. Very old fashioned and never used today.

It's so old fashioned very few people would recognise it.
It's a tool holder that is fixed on a faceplate and used for milling a flat surface on a workpiece mounted on the saddle of the lathe. A peg is set up on the lathe bed that catches the star wheel and rotates it a quarter of a turn for each revolution of the lathe thus giving an automatic feed. Used for milling on the lathe in the days before milling machines were invented or common.
Sorry it was so obscure, we need a new object.
