Nobody seems to be biting. It's a Fowler Gyrotiller. The two bladed drums at the rear rotated and broke up the subsoil without bringing it to the surface. Invented in the 1920s they were always a specialised contractor's tool and were made in varying sizes up to 250hp.

Kev isn't stepping forward so here's the answer. It is a tack rubber ball and is used by watchmakers to grip smooth watch backs to unscrew them.
