Tom has got closest to the answer. It's a valve chest cover made by Henry Brown and Son for one of their donkey engines but was never used. Hence the absence of holes Ian. Johnny had planed it and used it as a surface plate for many years, Newton inherited it and when I got two pukka CI surface plates for Tommy Robinson's in Rochdale when they sold up I gave the smallest one to Newton and took the valve chest cover as a swap. Later when I bought the 1927 lathe I got my small surface plate back and that's what I use on my bench now for making my engines. The cover has gone back to being a mate for the 1927 lathe in the front room.

I can see why Tom went for dog toy, it had occurred to me. If not specifically a dog toy, is it some kind of plaything for a child?
