Near enough Tom. it's a lamb foot blade, for trimming sheeps feet rather than cleaning but close enough.

good enough Stanley,it's a crude band clamp to take the tension so the bolts can be cut and the band doesn't take your head off

You need another clue. It's one of those images where the trick is to know what's convex and what's concave. That's where Peter was so close....
