Back to the object, it's for calibrating autofocus lenses, you let the camera focus on the QR code and take a pic with a wide aperture. You then examine the number scale to see if the camera is autofocusing on the same plane as the QR code. Most DSLRs have an adjustment in the 'menu' to 'tweak' the focus point.

I'd say not a Yorkshire dart Board and I'd agree with Tom that it's a Manchester log end dartboard which has a different number arrangement.
PS On second thoughts - since the numbers are not displayed, and the Yorkshire board was also made of solid wood, then it could be either. Score draw.

That'll teach us to look more closely at the object.
Brief anecdote - I played on such a board in this pub The Garibaldi. I was struggling, quite out of my depth, and no kind of darts player at all. The game as I recall was to 'go round the board' and finish on a double, which was just 5mm wide. I was first to try to get the final double, and heard a voice in the crowd say "if he gets this I'll show my **** on the Town Hall steps'.
To everyone's astonishment - not least mine - I got the double, first dart. He didn't take up my kind offer to drive hm to Albert Square. They used to play the card game Nap (Napoleon) too, which was beyond my comprehension.

Commonly known as "round the clock". Good darters do it all on the doubles and finish on a bull. If you want to make it a bit harder you do doubles, trebles then the bull. Good practice.
