Ian and Kev are right. It was a phone that was used by the bobbies to report in from their beat, remember they didn't have radios in those days. They could also be used by the public to contact the police, no 999 service either... I think some were still in use at the end of WW2.

I forgot to mention, the blue light on the top could be activated from the police station to get the bobby on the beat to call in.

Sorry, I forgot to come back. The Question Mark bar is famous for being credited with being the birthplace of the idea that led to the formation of the International Workers of the World, the IWW, also known as the Wobblies. If you've never heard of them, they are well worth a look-up. (LINK)

Yes Kev. The snack bar on the top floor of WT2 when I was taken there by Ethel as part of my introduction to New York.....
