Exactly right Ian. I found it when I was inspecting the chimney for English Heritage. It was at the head and so corroded it broke off when I touched it.
The chimney head at Newtown Mill, Burnley in 1987. Well ventilated!

It's a packet of metallic recording paper used in the McInnes Dobbie recorders I used on the engines. The paper was treated with a mild abrasive so that the bronze point of the stylus on the recorder could leave a mark.
