David is closest and I'll come clean because it is so difficult. It's the tapping hole at the base of a charcoal fired iron furnace at Nibthwaite in the Lake District.
Try this one, it's local and 35 years ago.....

Close but no cigar! It is the Onward Building at the current college site. The painters were too enthusiast when burning the paint off the exterior. I happened to be there with David Moore in his office when the caretaker came in and told David the college was on fire. Many tales ensued.... Perhaps the most memorable was when the Vice Principal sent the firemen into the building in full smoke protection gear to get the filing cabinets out which contained the lecturer's notes. He explained that if they weren't rescued they would never teach again!
Next for shaving?

It's a pair of the base plates they put under structures that need to be able to rock, either in the wind or in earthquake conditions. The one shown at the bottom sits on the foundations and the other sits on top of that and is connected to the bottom end of a vertical member of eg. a bridge support or some kind of pylon. The vertical member can then rock freely on the bottom plate without breaking.

Stanley's correct about the two pieces fitting together...
Suspect the answer is more prosaic than Tizer's house built on sand explanation...

In spite of heavy hints, no one is near the intended purpose...
It's a sanding block (well, at least that's what I've been using it as).
