Its a ball of acrylic knitting yarn that got wet and melted when dried in too hot an oven. Used as a doorstop.

Looks like a big mass of spaghetti and meatballs painted bright yellow..

Material and mode of manufacture: Made out of the glue that builders use to stick insulation board to walls, extruded from the tube so that it wraps around itself until a ball is formed, then allowed to set.
Function: Attach small, dead fish to hook and drop into water so that the ball floats and the hook dangles the fish below the surface.
Result: Catch bigger fish.
Next step: Attach the bigger fish to the hook and repeat operation.
Objective: Catch even bigger fish.
Conclusion: Fish for tea tonight.

Not sure if this is the same stuff as you mean but I think you are near enough with the material. It is actually expanding foam used to plug up holes and the partially used can was left by the air-con installers. Love the idea of fishing with it, I haven't tried and not what I use it for. I'm cheating really because I emptied the can and when it had set I found a simple use for the object. I'll leave it another day, David Whipp usually comes up with an odd suggestion that is often near the mark.

EDIT:The picture of the object is on a glass topped coffee table and the object has a flat base, i.e. hemispherical.

Love your suggestions, Maz, and from all the others. I said I was being unfair, what possible use could a lump of expanded foam with half a coat hanger embedded in it have?

I like notices like this but I don't know where this one is. There is a famous one that reads 'It is an offence to throw stones at this notice'.

No but in the general area. On the same wall is a more formal plaque detailing the history of one of the oldest buildings in Barlick.
