Well...total guess...but it looks like each forked end goes into a slightly different sized object. I am thinking that if these objects were wheels of different sizes, they could turn at different speeds because of the middle section allowing that. As each end is slightly different they can only fit the bit they were designed for ( hence I refer to them as keys)

You use it to adjust those round nuts with 2 slots that are countersunk into timber spars, like boat frames. A sort of screwdriver for round nuts!

I think Bodger is right. Its a stud remover. but the gripping bit that fits in the slot at the bottom is missing.

Stud remover. (I was close with Kinky Sex Toy then?)

And Ratchet because it has the same action but doesn't click.
P. Bodge is right, it's for gripping studs to get them out, the serrated grip is there all right but it's at the bottom. Very handy when you need it, much quicker than using two nuts and of course it works just as well on a damaged stud as long as there is enough for the grip to get hold of. Now this one is really easy....

I seem to remember a survival suit with its own sail attached. Saved all that paddling if you went down in the mid Atlantic. With a favourable wind you could be home in three or four weeks, that is unless you came across some amorous sharks.
