Bodge was close but Kev got it dead right. I told you the scale was important. It's a spare firing shovel for Newton's 5" gauge steam loco.

Whats this , and whats it used for ( I use it as wire cutters on small electrics , I suppose I could clip toenails with it , but why the brush ?)

I was going to suggest that as well Kev but it looks like it fixes to the wall with the two mounting holes. Rack pulleys tended to be screw fixed at one end only. I could be wrong of course.

You've got it. It's the pulley for the sash cord that was fitted inside the window frame.
