It's a piece of bronze chain that ran inside a pipe from the bridge to the engine room and connected the 'telegraph' for issuing orders for engine speed on the bridge to the repeater in the engine room. It came off a Liberty Ship that sank off the Isle of Skye during the war.

That looks like a sucker on the bottom so is it for attaching to a smooth surface like glass or a fridge door? It looks as though it's meant to attract attention to something but that's as far as I have got China.....

Yes, that's a sucker on the base but not for a fridge door. You wouldn't have needed one of these 10 years ago.
