Remarkable! Give him a titanium bladed scythe and he could be the `Death of Engineers' who comes to take us away across a river of mercury in a steel-hulled boat!
Or is it a robot designed by a mechanical engineer?
Whatever, I'll bet it's described as an `installation'.

It looks to be on display outdoors. Part of a sculpture park?

It is in the village of Berchtesgaden in the Bavarian Alps, Germany. The village is below Hitlers Eagles Nest. Don't know the idea of the sculpture, it was on its own in a small square. Found it very interesting and thought it would be of interest to some on here. It was about 6ft in height.

I bought this at Clitheroe Auction Mart thinking I could use it but it has been tucked, unused in a dusty corner of the barn for nearly 20 years. It's 7ft long at least and there are 2 long and 2 short parts to it. Does anyway know what it's for?

Is it a frame for pegging rugs?
Does it assemble into a rectangle?

Yes it does and you have it already!

The rectangular slots allowing for tensioning the Hessian with the crosspieces and the fact that it has some remnants left pinned on gave it to me Wendy. My mum had a slightly smaller version about the size for making hearth rugs. Spent many an hour as a kid cutting strips up ready for pegging.

How would you work at something this size, would it be upright against a wall or flat?

Some were mounted on a stand similar to the old free standing flip over blackboards. Your photo doesn't seem to show any pivot mountings though so I would imagine it would be just propped up and worked on vertically.
Mum used to prop hers between the chair and settee arms to work on various bits. It could be stacked up behind the settee on the back wall between pegging sessions.

Is it at Colne Railway Station?

China has got it. And Wendy knows where it is. The entrance to Colne's railway station. The background view may be misleading because the station is quite high above the valley so at this level you don't see the houses that you associate with Albert road and Primet Hill.
Next please.
