If it ticks put it in a bucket of water. If it wobbles it could be a gyroscope or a mini steam engine. I think we have seen the answer already. :biggrin2:

I have something bladed like that somewhere (or did , might have lost it due to storage issues). Think it was a grapefruit scoop of some kind , but placed on a wooden stool ? Tom's looks like it had been something for melting metals for casting at some time in its life.

Here you go Tom. You copied the right bit but you didn't use the "insert image" tool in the editor, (that's the icon with the little mountain on it). Click that and paste your copied string into the middle of it. Easiest way use CTRL V after copying from the gallery.

By observation they are War Department issue and it looks like they are available in different sizes. Anything to do with ordnance or projectile arming?

They're for a surprisingly mundane but demanding job which could well have something to to with ordnance. They are essentially wire cutters, but there's something very special about them.
(We've done them before....)
