Ian and Kev are right. It was a phone that was used by the bobbies to report in from their beat, remember they didn't have radios in those days. They could also be used by the public to contact the police, no 999 service either... I think some were still in use at the end of WW2.

Bit small to see any detail but obviously in the USA, the car is American and on the opposite side of the road. Wood building Somewhere in Minnesota?
