I think that I can safely say that they are moving around in ever decreasing circles without actually getting to grips with anything

It was of interest to note that someone who'd had a footpath diverted was very angry about the incompetance of the officer in charge who had a large scale map with a pencil line on it, that a judge reckoned could have been a motorway because it was so wide (in scale). Yet the officer continued to bluster
