I know there are folk who have little income and little or no access to credit...but a lot of people have no savings yet are not poor because they borrow so much and live well on it. This sort of thing is not exactly new. Remember Guy Fawkes (5 Nov 1605). The government knew what was going on but left it until it was to their best advantage.
