Old Note - Forgotten Corners ?

While looking at something online recently I found that at one time Burnley and Clitheroe were one authority within Lancashire (1930s?) I knew Nelson and Colne were separate ( presumably at the time they were relatively large towns warrenting the DC / UDC status ) under Lancashire. The BBC dropped in a little documentary of Saddleworth with respect to the further expansion proposals of Manchester as an enlarged area and how that area still sees itself as a Yorkshire town , similar to the Craven area old connections of Barnoldswick. With bits of local government reoganisation in present Government thinking many issues of the past for the area still remain - too big and it is too remote, too small is it inefficent and we can talk of mergers as thought of ( and rejected ) of the past. Will there be a East Lancashre mini superstate - Ribble Valley . Burnley / Pendle seems obvious with Accrington (Hyndburn) joining Blackburn ? and the Bacup area joining Greater Manchester ? Or is this bit of the world still somewhat out of sight and can get away with little bother , after all most local government apart from planning is more who paves the streets . fixes the lights and collects the rubbish ?
