Following up on Tom's 'Burdizzo . I think he was right in a sense of what people may call it. AMIDALE EMASCULATOR VETERINARY BLOODLESS CASTRATION BURDIZZO CASTRATOR 5 SIZES

I give in! The tool is called a 'cord stop castrator' because that is what it does, cuts the cord inside the sheath without damaging the sheath or causing an external wound.

Tinsmiths = No. The funny thing about this object is I took the picture some time ago and only came across it while searching for something else. I was totally baffled about what is was. So over to OG to share my confusion.
